The Child Welfare Park of the Government of Tamileelam was conceived by the National Leader of Tamileelam.
The National Leader of Tamileelam, Hon. V. Prabhakaran, emphasized that the protection and development of the people of Tamileelam, especially children, should be a national priority. In his thinking, the basic principle was that if a liberation struggle is to be successful, the future of that society, children, must grow up well.
As a result of this policy, separate organizations were created within the structure of the
Government of Tamileelam for the welfare of children. One of the most important of these was the Child Welfare Park. This park was designed to provide care, food and nutrition, education, and psychological support to children affected by war situations.
Furthermore, the Government of Tamileelam also passed the “Child Protection Act of Tamileelam” with the aim of protecting the rights of children. This act:

– Emphasized that children should receive compulsory education. It stated that children who were victims of the Tamil genocide war waged by the Sinhalese government or who lost their parents should be protected.
– It also ensured that children should not be used for any kind of wrongful work or benefit.
All these reveal that the struggle for the liberation of the Tamil people was carried out from a humanitarian basis.
