Let us use every drop of water. No water source is wasted and is stored on a planned basis and used for the various needs of the people and for measures to maintain environmental balance, urban development, and other needs such as industrial estates. The Tamileelam Resource Development Corporation has prepared project plans for small, medium and large watershed development projects.
When the plans were made to develop Mangulam as the new backbone of the Northern Province, it was estimated that it would be a large city with a population of approximately 100,000 in the future. And the question arose as to where the water source for human use, service institutions and large industrial centers surrounding the city would come from.
It was at that time that during the rainy season, while traveling from Yarlpanam district to inspect the construction projects in Mannar, Vavuniya, Mullaithivu, and Kilinochchi, the experiences of floods flowing from the central area towards the eastern and western seacoasts and cutting off the roads were helpful.
It was discussed that projects such as the Parangiyar water reservoir could be developed to provide the water required for the Mangulam New Town Project.
Increasing the water storage capacity within the river basins and constructing new reservoirs – Aruvi River (lower course), Parangi River (upper and lower course), Bali River (lower course), Per River (lower course), and Mandaikallar River (upper and lower course), as well as maintaining porous surfaces, would help reduce the impact of water scarcity and prevent frequent floods.
To prevent flood damage through appropriate water storage projects and sound water management at appropriate places and to handle water supply for human use with maximum efficiency, the Tamileelam Resources Development Corporation has created appropriate institutional structures and obtained expert advice and laid modern plans.
