The experience of the people of Tamileelam extend over four decades firmly confirms the truth that Sinhala chauvinism will never come forward to resolve the issue peacefully.

State terrorism and oppression bordering on genocide are taking place continuously and on a massive scale in our homeland. In such a context, the four decades of brutal oppression provide sufficient grounds for the people to assert their right to self-determination in accordance with international law. Furthermore, given that Sinhala chauvinism leaves no room for peace initiatives or genuine negotiations, the removal of oppression and the establishment of freedom through armed struggle—as a final resort—are both legitimate and consistent with international law. Our liberation struggle is evolving on this very basis. The armed struggle waged by the people of Tamileelam against military oppression, and the effort to gain international recognition for this struggle. The reality is that, under the leadership of the LTTE, the people of Tamileelam have overcome immense obstacles and are advancing rapidly toward their goal.

The armed struggle is achieving a series of victories on the soil of the homeland. International legal experts have assessed that the continuous retention of vast territories under their control signifies the emergence of a *de facto* state of Tamileelam. Ninety percent of the land in the North and over fifty percent in the East remain under the control of the LTTE. Police stations and military camps are being dismantled. Strategically vital military camps—which were previously difficult to supply—have been attacked and destroyed. Currently, most of the fighting is taking place along the border areas. Our armed forces are evolving into a disciplined national army capable of defending our borders, our entire territory, and our maritime boundaries. Every day, thousands of men and women are joining the Tamil forces. We are now entering the next phase, which requires us to plan and act regarding heavy weaponry, vehicles, missiles, gunboats, and an air wing, and to advance in that direction.

Intensive planning and practical measures are being accelerated to achieve self-sufficiency in food production and the economy, as well as to produce or find alternatives for fuel and electric power.

The people of Tamileelam are enduring the peak of ethnic oppression — a level never witnessed before. The Sinhala government is waging what amounts to an all-out war against the people of Tamileelam. Although massacres, disappearances, aerial bombardments, and economic blockades have pushed the people of Tamil Eelam to the very limits of suffering, they are emerging with strengthened resolve and unwavering determination regarding their cause. The people have always clearly understood the need to fight for their survival to the very end. They recognize the LTTE as the steadfast and uncompromising guarantors of their lives and liberation, while viewing other Tamil groups aligned with the Sri Lankan government –  or operating under India’s patronage – as “vultures that feed on corpses.” The people are fully aware of the traitors who collaborate with the enemy to unleash

ever-increasing state terrorism upon the people of Tamileelam, as well as the horrific destruction and unspeakable suffering caused by them. Supported by the united power of the people, the liberation struggle is advancing based on well-planned political and military strategies, under the firm, disciplined, and visionary leadership of national leader Prabhakaran.

International support and recognition are crucial elements of our liberation struggle. Struggles for the right to self-determination waged by national groups in various countries provide moral support to our cause and serve as a source of mutual solidarity. Political analysts have characterized the 1990s as the decade of national liberation movements. Evidence of this progress is seen in the reports regarding the Tamileelam people’s right to self-determination presented by various international human rights organizations at UN Human Rights Commission sessions. The establishment of both official and unofficial contacts between various nations and the LTTE leadership. And Australia’s recent acknowledgment of the existence of distinct Tamil and Sinhalese national groups in Sri Lanka. At the same time, international destructive forces – which seek to prevent the emergence of new nations and the creation of a Tamileelam state – are also actively working against our struggle… …are underway.

These reactionary and destructive forces, having rallied behind the Sri Lankan government, continue to provide military, financial, and diplomatic support to Sri Lanka to oppose the creation of Tamileelam. This subversive campaign has been accelerated both domestically and internationally with significant assistance from traitorous groups. Efforts are underway to fragment Tamileelam internally along lines of caste, religion, region, and land, while simultaneously conducting a multi-platform international propaganda campaign against the cause of Tamileelam. Nothing can stop our boat of liberation from advancing towards its goal.
